The law in South Dakota says you can get a learner's permit at age 14, but have to have an adult with you as you drive if it's after hours; you can only drive alone during daylight hours. At age 16, the permit becomes a standard driver's license.
Seemed to work very well. I do not condone the trend toward pushing privileges further and further into adulthood. It only makes people more extreme when they finally do get the privilege. Or it makes people find dangerous work-arounds.
